Here's the New York Bill for detention of persons or groups for "communicable diseases". It states: "suspected case or carrier". States: "persons or groups detained by Governor or appointees shall be detained for as long as the department determines" (which could be indefinitely). States: "Governor or Authorities must obtain court order within 60 days of when detention has begun". I mentioned the CDC and RDPC because it's very relevant.
