Pottsville police want to join with ICE, the Federal immigration enforcement agency, because of money. Pure and simple. To be clear, if Pottsville PD, or any police, suspect someone of being in the US illegally they already posses the power to detain them and contact ICE. Under the law, they just need a "reasonable suspicion" (something they can articulate to a judge) to detain a person indefinitely. Also, by joining with ICE, the Pottsville police will almost certainly be gaining official access to that vast database that the Trump administration and their allies in the private sector (ala Palantir) have been amassing on all of us.
