Almost, cop 2 & 3 are the same, accept cop 2 is fine with the arrangement and gets the odd kick back for keeping his mouth shut Cop 3 keeps his mouth shut, but makes it very clear he isn't happy about it, but he's not a snitch So, cop 4 also gets kick back, but reports cop 3 for some other reason that is against policies (DEI, Racism, etc) and gets promoted into a more senior position as this is how they are promoted. Which is why all cops are scumbags, because the "good ones" never stood a chance
