A society is the reflection of its people. If you see poop in the streets and people killing eachother over petty things, Massive corruption, etc- What does that say about the people? We overcomplicate it with ideologies that are designed/curated to not be offensive. But this is not reality. Crappy people build crappy societies. It doesn't mean every single person that comes from that society is bad, What it does mean is that some civilizations are better than others as a whole.
