This is America. What happened to noticing someone needs a hand and just mowing your neighbors yard? When the city officials noticed the problem they should have made a phone call and offered to have a worker come mow the yard at his/her normal hourly rate. This story is ridiculous and those involved should be ashamed. @[email protected]
