It is certainly doable in multiplayer if all players know what they're doing because each player can use lots and lots of grenades. And they can also effectively use the M320 launchers. And they can properly cover each other. The hardest by far to S rank is the Port Hokan level, the final level in the game. The map has lots of very long sightlines with lots of enemies using automatic rifles and SMGs which means the Beanbag Shotgun is going to be mostly useless. You'll then have to contend with the pepperball launchers but those are not as strong as the beanbag shotgun and from what I've read may have limited range. The best option here by far is to use your grenades (only non lethal ones are in the game) to disable suspects because they can be thrown quite far and they don't require you to aim nearly as well as the beanbag shotgun. The less lethal "guns" are to be used for defending yourself at close range. The M320 launchers here are also a great option because of how big the map is. The M320 flashbang launcher in particular because that produces an instant stun since the grenade explodes upon contact and has no delay unlike the gas version. I've also used it to get my teammates out of trouble in a hurry a few times. Elephant (school shooter level) is actually deceptively tricky to S rank because the active shooters (there are 4) will hunt down civilians. And if they get to any of the civilians, your S rank is gone. I actually had to retry the level with some other randoms because the shooters killed one civilian. In the second run, I split off alone from the other 4 guys and chanced upon 3 of the 4 shooters by myself in quick succession, one after the other. I disabled two but was caught by surprise by the third and had to fall back. Luckily I was reinforced by the rest of my team who heard the very audible gunfire. Elephant likely needs to be S ranked on multiplayer because the team needs to split off and search for the shooters if they want to reliably take down the suspects quickly with no (additional) civilian casualties. And you need to be fast, because there are also two bombs in the level that you need to disable. The car dealer level can be quite a challenge because the area outside the buildings can be quite dark, is quite big and the level has a significant number of suspects. Also one of the buildings is a warehouse which is relatively large. Once again, make liberal use of grenades and the M320 launchers, just like the Port Hokan level. I actually nearly lost this one because we lost two officers but eventually I won and S-ranked it with one other surviving officer.
