Two genuine questions here. - What is the rationale behind a hung jury not being treated as de facto Not Guilty verdict? - Why does a hung jury not trigger double jeopardy clauses in future trial attempts? Both of these seem like backdoors to letting the state repeatedly pull the lever on the jury slot machine without putting another nickel in. I'm not a Clancy simp, as you can see below. Actually interested in discussing the underlying law theory.
