The only way that 5K cash gets deposited into AMERICANS ACCOUNTS is if both the House and Senate (The American purse Strings) votes and agrees to release it. So YES... this promise comes with those conditions. That if both are won in big enough numbers (Excluding any new RINO's) in the Mid-Terms, then that promise IMHO gains realistic validity and comes to fruition.
