My decode of "vaccinations" point less about injecting and more about confirming WHO people are w ID's database checks. (that and money to track criminal elements and fund patriots) https://decodingsymbols.wordpress.com/2021/04/01/infection-and-vax/
removing the threat that arose from murderers being shipped in cargo containers overseas https://decodingsymbols.wordpress.com/2021/04/17/insect-comms-murder-hornets-bees-cicada/ and hidden behind Coronavirus masks embedded in service jobs to murder.
The flow of these murderers has been stopped thanks to what happened at the Suez Canal, https://decodingsymbols.wordpress.com/2021/03/30/suez-canal-comms/ and now it's just a matter of rounding up the remnants. Which given the massive number of nursing home deaths in NY, would include more obviously than any other industry the people pretending to be employed there.
By forcing paperwork like this it may well mean no matter what they have to identify themselves and be checked thru databases. Meaning this is an important step forward!
Also looks like they are going after Musk as expected due to his helping patriots. These included in the Suez Canal which stopped the inflow of murderers.

I hope this doesn't get much traction because being able to media blitz someone into losing billions is how they keep people in line. That they did it in Texas of all places really highlights the intentional nature of this one.
However given this happened right after Musk promoted AI (Which is actually a comm for controlling the public opinion i.e. NPC's) - it may have been a sting to track a cell they knew was going to pull something like this. Hurts in the short term for him, but it removes another pawn from the chess board.
I've spent days on research and cracked enough comms that I'm working on putting it all into a new post.
