Commerce posted a draft 2030 census rule: for House seats, count citizens and green-card holders. People here illegally and many on temporary visas would be left out. The bureau’s line: “lack of a sufficient tie and allegiance.” Trump ordered a no-illegal-immigrant count last year. This draft goes further. Same package would drop race/ethnicity questions (on the census since 1790) and skip sexual-orientation items. Public comment is open. Lawsuits are expected.
