The current text creates an "Executive Agent" with sweeping authority to bypass traditional DOD tech reviews. This isn't just a national security risk—it’s an institutional overreach that quietly cuts Congress out of the loop on bilateral tech co-production. If foreign black-box software is allowed deep into our defense frameworks, we risk surrendering ultimate control over our own military tech ecosystem. Congress needs to strip Section 224 and preserve strict oversight.
