Under the new system, a state’s election officials will have to submit the voter’s name and address using an online portal, as well as “intelligent mail barcodes” assigned to the outbound and inbound ballot envelopes. USPS will review the mailings to ensure they match. Ballots that do not match will be rejected and returned to the ballot mailer for correction. All federal ballot envelopes will also have to display the official election-mail logo, be compatible for use with postal automation equipment and have a unique barcode. If a state refuses to comply, USPS will not deliver ballots there. Postal officers will not be allowed to open sealed ballots, nor will the service collect or record voters’ party affiliation. The service will only record information generated from the exterior of the envelope, including barcodes and addresses.
