At the end of "The Servile State", Belloc spends a bit of time attacking the novelty of minimum wage laws, arguing that they lead to the slavery of the proletariat class to the capitalist class. Ironic that socialists 110 years later are still obsessed with minimum wage-slavery, but now via the minimum wage as a "living wage" - basically an admission that they're worse off than slaves.
