Request for Urgent Consular Assistance – Unlawful Psychiatric Detention and Threatened Forced Medication of U.S. Citizen in Norway I am writing to you in my capacity as a licensed attorney in Norway, acting on behalf of Dennis Scott Bowen United States citizen currently detained under compulsory psychiatric care at Vestfold sykehus in Tønsberg, Norway. Whistleblower are forcibly admitted to psychiatry By all available evidence, Bowen is of sound mind and health. His continued detention and the threatened imposition of forced psychiatric medication, without lawful basis, raise serious concerns about violations of his fundamental rights under both Norwegian law, the European Convention on Human Rights (Articles 3, 5, and 8), and U.S. standards against cruel and unusual punishment. At this point, I must express my profound concern regarding the grave situation Mr. Bowen finds himself in. As his lawyer, I can state unequivocally that my client is effectively deprived of his fundamental rights and protections under both Norwegian and international law. Despite numerous formal legal requests and filings on his behalf, all petitions, motions, and applications submitted to the relevant authorities—including requests for judicial review, requests for less restrictive measures, and demands for access to documentation—have been systematically ignored or left unanswered. As a U.S. citizen, Mr. Dennis Bowen retains a fundamental right under international law and the principle of a citizen’s right to return to their country of nationality, to leave Norway and return to the United States. He has explicitly conveyed to me, as his legal representative, that he fears for his life if his involuntary admission continues. He needs your help
