I'm afraid the end game is clear to me at least: a degenerated legal profession will claim that all acts of murder and other heinous crimes are mitigated by insanity, momentary or chronic, because only insane people would commit those crimes. Even if that were true, should it matter to the integrity of our jurisprudence? Will MAOA alleles become mitigating evidence in black murder trials?
