Another VISA SCAM: **cheap #foreign labor as a “cultural exchange"** The Center for Immigration Studies has published a report on the State Department’s J-1 exchange visitor program – a program marketed as “cultural exchange” and “public diplomacy,” but one that functions mainly as a cheap-labor pipeline delivering employers more than 200,000 foreign workers a year to fill jobs as lifeguards, housekeepers, camp counselors, and fry cooks. #Congress never required any of this. The law authorizes exchange visas, but no statute mandates the au pair, camp counselor, or summer-work categories – and no statute requires the State Department to hand program oversight to third-party sponsors that profit from every placement. The administration can rein in this program on its own authority – starting today. That’s the J-1 program. The jobs it fills with cheap foreign workers are the summer and entry-level jobs that used to give young Americans their start.
