I suggest there is a non-violent and yet relative quick (not to say easy) path to return to limited government. The administrative state needs to be dismantled. There are I think two main parts: the legal framework (the mass of laws and regulation that require a massive bureaucracy to administer) and the special interests protecting it and causing it to grow (including very importantly the people in the government system itself). Some immediate steps could be taken almost immediately: dissolution of FISA courts; repeal of the Patriot Act; requiring the resignation of all department heads (and probably everyone in the SIS or GS-14 and above); disarming almost all federal agents (most especially disarming the ATF and FBI); but other things like replacing regulations with laws (where necessary) will take time. But immediate dissolution is infeasible, unlikely, and unnecessary. It could occur over one or two decades. [It did after all take over a century to grow to its current size!] The heads of most (perhaps all) federal agencies need to be removed. But even if they are arrested, prosecuted, and punished that is not enough and will not solve the problem except perhaps for a very short time. The harmful incentives to these evil practices would remain. A more thorough going change is needed. Politicized 'intelligence' (and police) agencies are a disservice to the Republic and liberty. Some swamp denizens have been there so long they forgot both the constitution and their oaths. Now so-called 'officers of the court' routinely lie, slander, defame, and pervert justice. This includes members of the judiciary. We need an amendment with twelve year of federal employment cap. After twelve [12] years, or (for elected positions) at the next election following that, all federal employees should be ineligible for retainment, appointment, election, and/or holding any government position. No retirement, medical, separation, or other benefit to be paid after the termination of employment. All 'life-time' appointments end after the twelfth anniversary of appointment. [This would not only prevent the swamp from growing it would also prevent most federal employees from ever having the chance to get a federal retirement, destroying that special interest group and making federal employment less attractive to those not primarily motivated by the desire to truly serve their fellow citizens and their country.] Added bonus -- drastic reduction in federal payroll and retirement expenses! To avoid abuse of the use of 'contractors' who can become a sort of alternate federal bureaucracy perhaps a ban on any contract with federal involvement of longer than twelve years would also be advisable. I suggest the same for each state. The founders were very wise when they did NOT authorize a national police force.
