Disney Stripped Of Its Widely Unfair Special Self-governance, Tax Privileges In New Florida Law The Reedy Creek Improvement District, RCID, was originally signed into law in 1967, by another Republican, Gov. Claude Kirk Jr. The law gave Walt Disney a quasi-self-governing status over a 39 square-mile remote area of Central Florida's Orange and Osceola counties. The law allows the entertainment giant to transact its own taxes and bonds, provide public services like police and fire, and regulate infrastructure atypical of normal businesses' relationship with municipal governments. It can even build its own nuclear power plant. Long time critics of the decades-old law have pointed out that such special privileges is unfair to other theme parks and businesses in the state.
